It would be a tough decision. Not black and white. Testing new levees and untried pumping stations may prove risky, but billions were spent. Slidell is prone to flooding and to my understanding hasn't rec'd massive improvements in flood mgt. Evacuating seems to be the safe play unless you are convinced you will be robbed if your house is left empty. Some areas are notoriously high and dry during these events-- even different stretches of the same street (Canal for instance).

True.  Two of the guys stranded were pump operators.  They stayed behind to keep the pumps going so the area wouldn't flood.  Once the levees were breached, the pumps were useless and they were trapped.  Heard that story on CH 8 (New Orleans).

A levee on the north shore of Lake Pontchartrain has failed, flooding homes in Madisonville area.  This is due to high waters of the lake, which are being pushed by easterly winds piling water up against the north shore.

I hear that there are some people saying the NHC missed it with
their forecast on intensity and other factors .

as always , some folks always have to lay the blame elsewhere it seems
(Land of the Free Home of the Blame)

It is moving extremely slowly, so even if the wind is not high velocity it is pushing in a lot of water.

This is the worse Category 1 storm I remember.  But (as said above), it's the duration of the storm that made it so bad.  Many in south Louisiana are saying it's worse than Katrina, but that's moot.  Katrina's approach to the coast wasn't nearly as bad for Louisiana as for Mississippi; south Louisiana didn't have as much high water.  So, the comparison isn't appropriate.  Katrina was remembered because of failed levees in New Orleans, not tidal surge and rain south of there.
