I don't think the settlement was for the rape per se. If I remember correctly, she sued the school for not providing a safe environment for the students, or some such thing as that.

That's just my bad math.   

They reported that she received 250K, so the lawyers got the rest.  I doubt it was a contingent claim, probably statutory fees.  Which means her lawyers were spending a lot of time on the case.  No doubt FSU also paid their own lawyers a similar amount...

They could have structured the settlement like that for any number of reasons, including:  (i) which fund(s) would be used to pay the settlement, (ii) state law, including when legislative approval is required, (iii) tax consequences, (iv) insurance coverage and availability, and/or (v) FSU's lawyers charged them $1.7 million and didn't want to seem like robbers.
