I have seen plenty of people excoriating the play caller, but I have yet to hear someone explain how this play was supposed to work. Any insights?

The QB looked surprised that the ball was actually snapped.  I think they were just trying to confuse the D and draw them offsides.

They were discussing on the radio that a Maine high school used the same play to win a game on the last play of the game.
