Decriminalize weed? I agree if it is under 1/2 oz or some other small quantity amount. You need to stop the source not the recreational user.

A pound is distribution quantity.  Other kids were in the car... doesn't say whose car it was.

There were three people in the car with a pound of weed. That amount is considered "intent to distribute". Unless one or both of the other guys claims the weed DGB could be in big trouble. This is his second offense.

Green-Beckham, John W. McDaniel, 22, and Patrick W. Prouty, 20, were arrested on suspicion of felony distribution of a controlled substance, Springfield police said in a news release. All three suspects were released without bond pending further investigation and laboratory testing of the evidence, the release said.

Police pulled over McDaniel’s 1999 Jeep Cherokee when they noticed his license plates had expired in October 2013. When they made contact with McDaniel, they detected the odor of marijuana coming from inside the vehicle. Officers found about a pound of marijuana and assorted drug paraphernalia, the release stated.
