ND seems satisfied this was a hoax against Te'o. Maybe so. But the adverse is that he played the sympathy card to garner votes for the Heisman. Things began to unravel and he came up with the prank story, following the storyline of an MTV show, to explain or excuse his deceiving the press in order to not blemish his record to NFL scouts.

If he was not in on it, then there has to be a real girl out there somewhere playing the part.  They supposedly met after the Stanford game a few years ago, and she was supposed to have visited his family in Hawaii.  Where is this girl actress?  He is in on it.
