All high school grades are not equal. Some students take honor classes while others take just enough to get by. Colleges look more at the ACT scores when awarding scholarships. The ACT test is not perfect but you not not make a 28 or higher by mistake. My wife teaches at Austin HS. They offer honor classes and advanced degrees. Those classes prepares kids for college if they want to do the work. They also offer the bare bone basics that just push some kids through the system and hope they can pass the state required graduation test.

the great thing about stats , is well ... they are stats 

ain't stats wonderful !!!!! you can bend them shape them and
use them as needed , to our advantage , to their disadvantage or both !

BINGO! I was at UAB and they told me that OVER 50% of incoming H.S. freshmen had to take introductory no credit algebra courses to prepare for 100 level math classes. Grade inflation through extra points are rampant in H.S.

BUT... kids can take the ACT as many times as they want, and they take courses to prepare them for the test, which should invalidate the test.  I've seen students make as low as 15 the first time and 26 the 5th time. 

The system is broken.
