An official was running down the sideline who was maybe 10 yds from Ridley's' block.  He couldn't have missed seeing it.  And he didn't throw a flag.

Is there now a penalty for blocking low beyond the line of scrimmage?   Stars

seems like I remember something about from the knees down penalty
but not sure , really not sure if it would apply here

It's confusing, but seems to hinge on:
"4. Once the ball has left the tackle box a player may not block below the waist
toward his own end line.”

This source says it differently:
"Offensive players who are outside the tackle box at the snap, and those who leave the tackle box after the snap, may only block an opponent below the waist if the force of the initial contact is directly at the opponent's front."

I noticed that too.  I told my wife that he would get an unsportsmanlike conduct penalty soon.  Eventually he was the one that got ejected for targeting.  He acted like a real thug the whole time he was in the game.
