The last slot will be filled by either Baylor, Fla State, or Ohio State. I did notice on the Bama broadcast though that Baylor was making some noise about TCU being ranked ahead of them and the conference rule being disregarded. The committee may take that into consideration though regardless of what the Big 12 says.

I agree.  When all is done, there will be 4 conferences represented.  That was the committee's job this year.

Literally, the conference rule only states who represents the conference in the Sugar Bowl.  I don't think you can have a "true champion" without a championship game, despite the Big 12's sales pitch.  So I consider those two teams co-champions.
