Turner didn't have control when the ball hit the goal line. When he recovered, it was 6 inches short. I think they will reverse it.  Banging your head against the wall.

Julio actually caught it, but the ground dislodged it when he hit. I don't like the new rule. I think that should be a catch. If the ground can't cause a fumble, why can it cause an incompletion?
