In Alabama, no felony convictions and $15 and you can get a concealed permit in 15 minutes. While the velocity is not sufficient for long distances, the bullet will tend to tumble upon impact. This destroys more tissue than a shot going straight through a target. Not sure what a test would show at point blank range.
