He mentioned repair of the apartments that showed one of the doors with an "X" on it. Down here, if there is an "X" on the door, like after a hurricane, is is slated to be destroyed.

Looks like that is just an X-code (marked April 28).  FEMA codes vary, but the Katrina one was like this (pic below):

Due to the city endorsing new building codes and changing some of the flood zones, the build back process has been very slow. There are areas, such as Cedar Crest, that seem to be in limbo as far as what can be built back there due to the flood zone being changed. There are still many dwellings that need to be taken down, especially the immediate area on the East side of McFarland from Cedar Crest. All of this is zoned as business and nothing has been done to that area except to pile the debris and haul some of it off.

The City has also condemed many structures and has started removing them themselves, most of these dwellings seem to have been abandoned by the owners. Many of the home owners affected didn't have enough insurance on their homes to cover the costs of the new building codes. Where there were many homes destroyed that still had a foundation left to build back on, but were told they could not do this due to the new building codes and all of the existing structure had to be removed and the new home had to be started from scratch.

It's been tough on all the victims so far, but hopefully this summer will reflect more progress being made on the recovery process and the home and business owners can rebuild and get back to a better normalcy in their lives.
