Kenneth Klee: The county's lead bankruptcy attorney, said no ideas are being dismissed as the county prepares a study aimed at figur­ing out how to generate more sewer system revenue.

BIRMINGHAM, Alabama -- A much-criticized idea for charging a non-user fee to Jefferson County resi­dents who are not on the county's sewer system will be studied as county officials search for a plan that will help it emerge from bankruptcy.

Kenneth Klee, the bankruptcy attorney leading the county's efforts, said no ideas are being dismissed as the county pre­pares to undertake a study aimed at figur­ing out how to generate revenue from the sewer system to make payments on its $3.14 billion sewer debt.

"The study that should be done should consider all options," said Klee, who is based in Los Angeles. "Everything should be on the table."

Of county residents, 55 percent are on sewers and 45 percent are not.

Commissioner George Bowman said a non-user fee is one of the best ways to generate revenue for the system.

Bowman said. "The challenge is to come up with a term that is palatable for people who are not on the sewer. Some people have said a 'clean water fee,' some folks have said a 'nonuser fee.' Commission President David Carrington said the county has directed attorneys to hire a company to do the rate study.

With the sick thinking of these criminals in office and attorneys, why stop with the Jefferson county residents. Why not the residents of the whole state, heck the whole country pay a non-user sewer fee. Why not China?

I can see into the future when there is no Jefferson county.

My property taxes are out of control.

Allstate just increased my homerowners by 17% for this coming year. I've never had a claim.

In fact I can't remember when my taxes and insurance remained the same from one year to next.

Why doesn't DirecTV charge Charter cables customers a non-users fee?

Why doesn't Charter cable charge DirecTV customers a non-users fee?

Why doesn't AT & T charge Sprint customers a non-users fee.

The road goes on forever and the stealing never ends.

All residents should just stop paying property taxes and home school their children. Sure enough bankrupt the county and then move the he!! out.

I forgot an important item here. The bankruptcy attorney's fees are estimated anywhere from $30 million to $200 million.

We need an open season on politicians, attorneys and judges.

It won't be long before there is not any Jefferson county schools with any athletic programs.

Then next all the band and choir programs and classes will be canceled just like the movie Mr. Holland's Opus.

I watched a show on ESPN's OTLs about 2 years ago where a county tried that. I think they at least had a vote and those county residents voted to increase taxes and it barely passed.

I want to say it was in Ohio.

Main difference there and here is that county wasn't bankrupt for $4.3 billion.

It's coming here to Jefferson county.

If it came down to the schools needing money to finance sports, band, choir, etc. I would gladly vote to raise taxes provided I had confidence the money would be spend wisely. The folks running B'ham and Jefferson county need to be run off. If you give them more money they will waste it. I don't know how they are going to undo the mess they have created.
