So, the running game and kicking game will be crap this season and they have a very average QB. Hang on to your hat.

This is turning out almost as bad as the death penalty.  With the death penalty, there is no football for a year, and all the players transfer out.  And, while SMU had the death penalty for one year, the following year they could not field a football team because they did not have enough players.  In those days, there were not the same limits to numbers of scholarships that could be offered like there are today, but SMU still couldn't find enough players.

I wonder if there are any other schools that have been punished with the provision that players are free to transfer (other than PSU and SMU).

Here's one I missed. So, the running game is crap, the kicking/return game will be a shambles, and a senior WR is gone, but fans think PSU will run the table this year.

If you really think about it, he has nothing to lose. Nothing will be expected of him for at least 4 years, probably more like 6 or 7. .500 teams will earn him kudos. Not a bad gig, really.
I think his contract called for an extension if sanctions hit, so he has several years with low expectations. 

Of course, try telling that to Mike Shula.

Good question. I think if he was honest, he would admit he made a mistake taking the job. These sanctions are going to affect him for 6-8 years, at least. Who wants to coach a bunch of average to mediocre teams, not to mention miss out out on conference championship games? I expect him to leave in 3 years, maybe 4, if he isn't outright fired.

Unless there is a quick turnaround and MUCHO recruiting luck, this will be the worst collapse of a football team in YEARS.  Penn State will become a punching bag for the Big 10 (whatever) and anyone who can beg them onto their schedule.

Best thing PSU can do is drop all non-conference opponents and play 1AA (whatever) teams, which they may not be able to beat.

They'll be a laughing stock.

I guess you missed the story where the coach is wanting to sign some big name teams to play, like Oklahoma, West Virginia, etc., to help his recruiting.

Now that you mention it, I think all this talk was right after the sanctions when everyone was talking tough and acting like Penn State might really run the table this year.
